Pointing out that leaders who "are not in power at this moment" are not bound by some of the political restraints on negotiations imposed by the UN sanctions against Iraq, Ortega says he has been working closely with former chancellor Willy Brandt of West Germany and former prime minister Rajiv Gandhi of India and hopes to soon add Nelson Mandela and Japan's former prime minister Yasuhiro Nakasone to his team. The initial focus of Ortega's talks with Saddam Hussein was to secure the release of foreign hostages. He says his is the group viewed with least suspicion by Saddam and that the Iraqis "told me twice that the foreigners in Iraq were being released as a response to my suggestion. This is a clear signal that [they] want to encourage our work...[and] are looking for a peaceful solution to the crisis." Citing the potential devastation of the third world if the US and Iraq go to war, Ortega says "there has to be a third world effort to prevent war." He expects to release a formal peace proposal within two weeks.
