Anyway, I saw it mentioned that you couldn't find a source for U.S. weapons sales. The U.S. Statistical Abstract, put out yearly by the Department of Commerce, has very through figures, including where-from and where-to. Of course, this doesn't include covert sales, but I think the figures are still very close to the $46 billion you cited. Best of luck!
