As president, Agran would shift $20 billion a year that is currently being spent on the military to environmental protection. These funds would be used to dramatically accelerate the federal government's environmental activities in a number of areas, including: * Cleaning up toxic and nuclear waste dumps * Safeguarding the ozone layer * Restoring our rivers and oceans * Building energy efficient public transportation systems that improve air quality while enhancing mobility To help realize his commitment to an energy efficient America, Agran wants to take the high technology that the U.S. has poured into military projects like the Stealth Bomber and Star Wars, and refocus those talents and resources into developing plentiful, inexpensive, non-polluting energy. Agran has also proposed funding an "EcoCorps" which, much like the Peace Corps, would recruit America's students, farmers, builders and teachers to travel the world, working on projects to protect the environment. As the mayor and a city councilmember in Irvine, California for 12 years, Agran had one of the nation's most impressive environmental records. During his tenure, the U.N. gave its coveted Environmental Achievement Award to the City of Irvine -- the only city in the U.S. in 1990 to receive the award. Agran's leadership guided the City Council toward an impressive series of accomplishments, some of which are listed below, and which indicate several areas of his ongoing interest: * Adopting the nation's strongest and most comprehensive municipal ordinance eliminating chlorofluorocarbons that pose a threat to the ozone layer. This ordinance became the model for similar laws adopted by other cities across the nation. * Adopting a Hazardous Materials Control Program, protecting residents from toxic chemicals by cracking down on industrial polluters. * Permanently setting aside thousands of acres of open space, much of which had been slated for development, permitting future generations to enjoy those canyons, hillsides, wetlands, orange groves and agricultural lands. * Instituting a curbside recycling program, one of the first in California, in which more than 70 percent of the city's targeted households participated. Agran's environmental record and commitment have been described and praised in publications ranging from The New York Times to Rolling Stone. In 1990, Rolling Stone named Agran to its Environmental Hall of Fame for turning Irvine into a "hotbed of environmental activism," spearheading "unprecedented hazardous waste laws" and "the most far-reaching local measure anywhere" for controlling CFC's.
